How We Got There
The Challenge
A regional CAS faced disconnected data and systems, frontline administrative demands, and opportunities to strengthen service practices and corporate operations. The organization needed a coordinated approach that connected data and technology modernization with regulatory compliance, frontline efficiency, and operational improvement.
The Solution
Optimus SBR delivered an integrated transformation program spanning data and technology, service delivery, and corporate functions. Working closely with stakeholders, the Technology Services Group developed a costed data strategy and roadmap that identified both immediate “quick wins” and longer-term priorities for using data to improve service delivery, operational efficiency, and the experience of service recipients.
Organized labour requirements were a critical consideration throughout the engagement and were built into the project approach from the outset. Recognizing that certain proposed changes had implications for unionized staff, Optimus incorporated engagement with union representatives as a fundamental step in the project approach. This included engaging union representatives in discussions and securing the necessary approvals to ensure proposed initiatives appropriately addressed labour requirements and could move forward with stakeholder alignment.
As part of the data workstream, Optimus integrated previously separate data sources and worked with the organization’s technical team to connect Finance, HR, and Case Management systems using using SQL Server Integration Services (SSIS). These integrations supported the development of new management dashboards and improved access to connected organizational information. The strategy also identified and prioritized more advanced opportunities, including the use of AI-enabled decision-support algorithms to help minimize placement disruptions. In parallel, Optimus developed a business case to support management’s assessment of moving the organization’s BI infrastructure from an on-premises environment to the cloud.
For the service delivery workstream, Optimus conducted broad consultations with service leaders and frontline staff, supported by extensive research, to iteratively develop and refine a tailored service practice framework. The framework was designed to support compliance with provincial regulatory requirements while promoting greater fairness and transparency in operational practices. The team also identified and costed technology-enabled opportunities to enhance frontline service delivery, including dictation software to reduce the effort associated with case notes and translation tools to help address communication barriers.
Finally, Optimus conducted a comprehensive assessment of the organization’s corporate functions to identify and prioritize opportunities for improvement. The review examined workforce allocation, spans of control, organizational structure, automation, and process simplification, culminating in an actionable roadmap to guide future transformation initiatives.
The Results
The engagement provided the regional CAS with a coordinated and costed path for transformation across technology, service delivery, and corporate operations. By integrating key data sources and introducing new management dashboards, the organization gained better access to connected information to support operational oversight and more informed decision-making.
The data strategy also gave management a clearer basis for prioritizing future technology investments, from near-term improvements to longer-term opportunities such as AI-enabled decision support. The cloud BI business case provided additional analysis to inform decisions about modernizing the organization’s business intelligence infrastructure.
The tailored service practice framework strengthened the organization’s foundation for regulatory compliance, fairness, and transparency in service delivery, while the identification and costing of frontline technologies provided practical options for reducing administrative effort and addressing communication barriers.
At the corporate level, the organization gained a prioritized roadmap for improving workforce allocation, governance (e.g., rightsizing spans of control), organizational structure (e.g., realigning functions based on best-fit considerations), automation, and process simplification. Together, these outputs equipped the regional CAS with a clearer sequence of priorities and actionable initiatives to guide future transformation and operational improvement.
