Identifying the Problem

Collaborative healthcare governance within the Ontario Health Team context must bring together diverse organizations and the people they serve around shared priorities.

As the system and partnerships evolve, leaders need to assess whether mandates, decision-making processes, oversight, and representation still support their strategic direction.

Reviewing these elements creates an opportunity to build on what works and to agree on how the collaboration should operate in the future to best serve the needs of the local community.

Taking Action

Optimus SBR collaborated with the OHT to assess how their governance model had supported success and to identify and plan for improvements to better align the model with its strategic direction.

Results that Speak for Themselves

  • Clearer direction for collaborative governance through endorsed decisions on how an enhanced model should operate.
  • Modernized governance aligned with current and future strategic needs through a review of the model’s effectiveness and application of leading practice.
  • A practical resource for moving forward supported by consensus gained through effective facilitation.

How we got there

The Challenge

The OHT sought to review and refresh the collaborative governance model it had used since the OHT’s initiation in 2019. The team needed to understand how the model had enabled success, identify opportunities for improvement, and determine how an enhanced model could best meet its strategic needs now and in the future.

The Solution

Optimus SBR partnered with a working group of the OHT’s Collaborative Committee to assess the governance model across five domains: strategy; mandate; policy and process; oversight of programs and services; and composition and representation. The review considered both the model’s successes and opportunities to improve how the collaboration operated, complemented by leading practices in collaborative governance.

Our team gathered contributions from patients, clients, residents, partner organizations, and Collaborative Committee members, alongside a review of data and documentation. This brought the perspectives of people receiving care, delivering it, and those responsible for collaboration into the governance review.

A series of consensus-building workshops supported agreement on the enhanced model. The team consolidated the findings and endorsed decisions in a summary report that set out how the collaborative governance model should operate.

The Results

The OHT gained clear direction for its collaborative governance through alignment around clear decisions on how an enhanced model should operate. These decisions established a shared reference point for the team’s approach to governance.

The review built on the model’s successes since 2019 while identifying opportunities for improvement across the five established governance domains. By combining analysis with design thinking rooted in change management principles, the engagement provided a basis for a collaborative governance model and roadmap designed to meet the team’s current and future strategic needs.
